Because we all know that the real reason why we seldom see what's going on in Heaven is that they are actually fooling around most of the time.
I've this headcanon that Lucifer used to be almost as bad as Gabriel when it came down to pranking people and the two of them tended to scheme together to make fun of their brothers, but while Gabriel tended to be the one getting the scolding, Lucifer usually had it easy because of the whole "favorite son" thing he'd going on.
So, the point is: he was the only one daring enough to tease Micheal in front of other angels. XD
Also Castiel's a stalker.
